With reference to the 5th. paragraph of my

Despatch No. 29 of the 3rd. ultimo, I have the honour to inform

you that investigation shows that any delinquencies on the part of

Captain Basil Taylor in his official capacity as Harbour Master

prior to the case to which my Despatch refers, have been dealt

with by Government as they arose and that their cumulative effect,

with any responsibility for the most recent defalcations added, is

not sufficient to justify calling in question his competence for

the office which he holds.

I have given directions by which the system of accounting and the method of keeping the accounts at the Harbour

Office will be now placed on a more satisfactory basis and Captain Basil Taylor will be required to see that the new system is strict-. -ly adhered to.

3.

Beyond this action I do not propose to take any

steps against Captain Basil Taylor in respect of the case which

formed the subject of my Despatch under reference.
